The issue with muting is that a large majority of players do not take them in the ideal way. The reason they misuse this system is not neccessarily that it is there to abuse, they do it as they're in a position that they don't want to maintain, because in their opinion, someone has needlessly reported them for a thing that they think is nice, even if it's serious. What they wish to do therefore is cause as much chaos as possible as a revenge to this individual, and when they do capture unmuted, the first thing they do is face the person who reported themif they understand, or just flame around. This doesn't apply to everyone, but I have discovered a large percentage.

Thus, do the mutes work? No. Individuals have as much freedom as anybody else, they can cause havoc while they are muted, and some return worse than before, many just stay the same. It might occur gradually as the person matures, however, the mutes themselves have little or no effect.

The most obvious solution is to get rid of quickchat, will this work? Perhaps, but many folks will continue to be angry. Eliminate the players?
